Blue bar and ">"s

I see more and more postings/emails where the blue vertical bar and the 
">" are displayed simultaneously. The >'s don't get replaced by the blue 
bar, instead both quoting signs are displayed. It doesn't happen all the 
time, but very often. As far as I can see Netscape 6.1 Preview Release 1 
does not have this problem.
