You can check out

and see how closely it meets your condition. Not much as been done on
this bug though. Kinda annoying, and it doesn't happen to me on Mac or
Linux builds.

Edit -> Mail/News Account Settings -> Server Settings of particular
account

There's a checkbox for "Leave messages on server"
