complete "play sound when new mail arrives" pref UI.

Untill implemented, add manually in prefs.js:

user_pref("mail.biff.default_sound_url","file:///G|/mozilla/boing.wav");
(windows syntax) - pointing to the disk and wav you prefer.

Be aware of bug 94522 "UI not responsive while playing the new mail 
sound" - so keep it brief for now.
