problem in authenticating to the server

ive written an application using mapi calls (mapilogon and
mapisendmail)to send a mail .the application fails to login to the
server(i get a logon error) when the outlook is not on,why is it so?is
there a way to authenticate to the exchange server when outlook is
off.
