OK, it's not a bug in Mozilla. It's a bug in Exceed (Win32 X server).
How to reproduce:
Open Exceed
Open cmd.exe
Select some text in cmd.exe with mouse
press enter (copies text to clipboard)
The system clipboard is now completely disabled!
When you exit Exceed, the problem goes away.
I realized this when a program called ConTEXT (programmer's editor) told
me the clipboard could not be opened. I experimented and found that no
apps could copy/paste.
