The first time: meaning after you create a new profile/mail&news account you compose a message. Mozilla is not popping up the dialog for it. Consecutive times I thought given the preference it would continue to ask the user with a dialog. Maybe it is not doing that after the user selects an option. Which doesn't change the pref in preference panel. The other thing was that I can't test whether it should ask the user with a dialog on composing to a newsgroup account or just pop/imap account or both.
