Mail mystery HTML wallpaper

I use Netscape Communicator 4.7 I have been sending mail for some time now that is composed with HTML (edit - preferences - formatting - HTML editor). I can no longer send mail with an image wallpapered as a background with my mail. When sending a new message I choose insert - image - choose file - background. The composed message has the image wallpapered before I send but does not appear in the sent mail. Only the text goes through. Is there anyone out there that has any idea what could be causing this? Any help would be greatly appreciated. Thanks Pat
