I've noticed that the "Get Msg" button only succeeds in detecting new messages on my IMAP server occasionally (Netscape 6.2 mail). It appears that the request only works for one in every five "Get Msg" commands.
The mail server seems to operate perfectly with every other major mail client (except previous version of NS). I use OE6 with no problems. A search of Google Groups reveals a similar problem in NS 4.x which, it seems, has never been fixed (comp.mail.imap, Deborah Teale, "Re: Help: when does Netscape client do a CHECK command", 1999/12/02).
