Looking at the comments in the bug report, it looks like they are trying to find a Windows expert that can resolve this problem once and for all. There are some patches submitted already, but seems all of them don't work properly. I'm surprised that there's no such expert internally at Netscape. How does it work in Netscape 4.x? They should release the source for that also for comparison purposes.
