I'm seeing this for a few builds now, its from the last round of the scrollbar or outliner fixes.. I see in the folder pane, a scrollbar (without a thumb too) upon startup sometimes when we do not need to display a scrollbar in the panel. moving the sidebar up and down with make the scrollbar disappear like its suppose to.
