Depends on what they mean by "secure". They might mean that you will be challenged to authenticate with your ISP account username and password. And/Or they might mean that an SSL connection will be supported or required for connection to their server for an SMTP session.
Mozilla supports all of these options. From the mail-news app, choose "Edit -> Mail & Newsgroup Account Settings". From the bottom of the left hand list, choose "Outgoing Server (SMTP)". For authentication support, check "Use username and password" and enter your ISP username for that account.
