No, the user has to fill in meaningful values there. Otherwise, in the
plaintext version, there will be a loss of information. Note that the
default for mail is to convert to plaintext. If the image wasn't
meaningful (thus no alt text needed), it shouldn't have been added to
the mail in the first place.

Attaching an image without supplying alt text is pointless.
