I understand that it is not problem of Mozilla, that Outlook gets the 
event before Mozilla even though Mozilla is an active window. 
Ctrl-Shift-C in Outlook means "New Contact". The question is how to turn 
it off? I had found no way (ok, I didn't try to uninstall outlook).
