Since I've taken the time to tell you this isn't an appropriate place to
ask I may as well give you the answer ;-)
Add
user_pref("mailnews.start_page.enabled", false);
to \Program Files\Netscape\Users\<username>\prefs.js
Be sure to completely exit NS first (this file gets re-written every
time NS exits).
