It is a known issue in 6.2.1 that the New Mail Notification sound is the Windows Default Sound, AKA the "Ding", or whatever you have it set as. I am using the newest build of Mozilla, 0.9.9, and this issue is corrected, as the sound is whatever I have the Windows New Mail Notification sound set as.
I would guess that when the next version of Netscape, be it 6.3 or 7.0 (a source of debate at this time), the issue would also be resolved.
