Which text should it wrap? The text after the position where you hit
enter, which now is the beginning of another line? Yes, it seems as if
the editor doesn't recognize the end of a quote correctly. 
On the other hand, if the editor would prepend the cut off rest of the
comment line with a new > character, everything would be fine...
(Apart from the superfluous extra empty lines, of course. :-( )

BTW, quoted text should *never* be rewrapped until I explicitly tell the
editor to do so. IMHO. YMMV.
