Yes. ">" is the standard for direct quotes (direct replies).
" | " is the standard for "third-source" quotes - so if I quote another
text in a reply I use " | " to indicate this. Some newsreaders also
color " | " quotes specially (slrn for example).

That's why I am always confused when I see an Outlook Express posts
using  " | " for direct quoting.
