If you have (or had) Microsoft Outlook installed, in which Ctrl-Shift-C means 'add new contact', then Windows (at least 2000) do not pass keyboard event to Mozilla, but shows an error instead that Outlook is not a default mailer or simply ignores the keys pressed.
