Return Receipts

I am used to having a return receipt request as a message sending
option; i.e., when I am about to send a message I have an option of
requesting a return receipt.  In RC1, it appears that there is no way to
do this; i.e., the setting of the option is global. in preferences.  As
far as I'm concerned, this makes the option useless.  Am I missing
something?
