I'll try to ignore your comment about whether you should see the header and the text at the same time. The issue I describe is clearly a bug. As without a scroll bar in the header section you never get to see the whole of the header if it doesn't fit into the window. And please don't tell me to use view source if I want to see the header. I want to see all the header and the text in the pane designed for it!
