It's _not_ default. The HTML _Editor_ is used as default for mail, but 
that doesn't mean that the email is send in HTML. The _default_ in 
Netscape 6 and Mozilla is, that as long as there is no HTML formatting 
in the text than the message is sent as plaintext.

That only applies to Netscape 6. It's off per default in Mozilla. But 
yes, you are right, this is a high security risk in mail and I also 
wonder why Netscape endangers their users to malicious scripts in mail.
