Beonex Communicator <http://www.beonex.com> uses this mode as default.
There are 2 reasons against it, though:

    * There is a bug which makes some emails display blank
    * The mode is designed to be very aggressive, to provide maximum
security. Some amount of dataloss (some of the information in the
email not reaching the recipient, esp. that in images on external
servers) is unavoidable, and some people might not like this,
      calling it "broken".

If you want to be protected, either turn it on your self or use a
product that ships with secure defaults, like Beonex Communicator.
Mozilla is not for end-users anyways, and Netscape has other focuses.
