Actually yes, they are. The reason is that Mozilla is not an end-user product and hence there is no user-support. However, this has gotten out of hand and these groups became infested with user-support questions, etc. and emailed to every developer on the mailing list as well. The mail list became absolutely flooded with Off-Topic discussion.
