Exit Mozilla completely, including the quick start icon in the systray.

Go to \Documents and Settings\<Windows login name>\Application
Data\Mozilla\Profiles\<Mozilla username>\xxxxxxxx.slt\News

and edit <news server name>.rc

Order the entries to taste, save and exit, restart Mozilla.
