Hmm . . . you're right.  Same build, Win 98 SE.

Click 'Cancel' to close the window.

I wouldn't be sweating this one too much; it looks like one of those little 
regressions that come up from time to time.  'Side, if I were to view the 
settings for an account, I'd want to view the settings for the account, not 
play with the SMTP settings.
