Enigmail uses the commandline version of PGP and GPG and the last
version of PGP that was issued with the commandline was PGP 6.5.8. The
version of PGP you are using does not come with a commandline version.

You have three options:

1. Get the commandline version of PGP 6.5.8ckt which is an unofficial
version but has been updated to take account of weaknesses found in PGP
6.5.8

2. Get the official freeware version of NAIs PGP 6.5.8 commandline version.

3. Get GPG for Windows from http://www.nullify.org

Of these options, I would STRONGLY urge you to get GPG, but if you are
married to the PGP GUI, I am afraid the only way you can use it is to
encrypt or sign from the tray and not bother with Enigmail
