I recently checked in a fix to enable the hide/show of mail toolbar buttons using prefs. You can now turn on and off the following four buttons - File, Next, Print and Stop using the pref panel(top level mailnews). The bug that was associated with this is - 170572-Add prefs for hiding or showing of mail toolbar buttons
