I've been using the following for a while to use >-style quoting instead
of |-style:

  user_pref("mail.quoteasblock", false);
  user_pref("mailnews.display.disable_format_flowed_support", true);
  user_pref("mailnews.send_plaintext_flowed", false);

As of Mozilla 1.2b, this no longer seems to take affect.  Have the pref
names changed?

Fixed in the latest nightlies.

Also, when I compose a new email or reply, the cursor is placed in the
body of the message, but when I start typing, my text doesn't appear.  I
have to actually click on the body to be able to enter text.

This is all on Win2K.
