If this were to be re-submitted back to the mozilla source tree, it
would become an option to turn on in the prefs for a user, and quite
honestly I don't see why the page can't be a custom designed page for a
site.
Unfortunately, I've been tasked with implementing such functionality in
our customized version of mozilla.
