FTP in core necko module?

I'm thinking we should move FTP into the necko module (rather than it living in the secondary module). Although it may be secondary from a raw protocol standpoint, there's a fair amount of content on the web that uses "ftp://" URLs in "<img src="" tags, thus, IMO, promoting it to the primary module.

Thoughts?
