Actually, nsIContentPolicy is likely to change a great deal in the 1.7 cycle, if I get the changes reviewed... After that, we're hoping to actually freeze it. ;)
nsIContentPolicy can't always prevent the server being contacted, but it _can_ prevent the content being displayed.... (or will be able to once those changes go in).
