I think that it is unnecessary to specify --enable-ipv6 when building
under Windows.  NSPR has runtime IPv6 detection code that is used
on Windows.  Maybe --enable-ipv6 is broken because it is not used?
I'm not sure.  CC'ing the NSPR mailing list since someone else might
have had experience with this.
