Not that I know of. Though of course you or anyone else is welcome to
implement REXXconnect.

Those settings are stored in each profile's prefs. Actually, with a
skinnable front end, it's probably easier to add buttons for toggling
those values to the toolbar. Have a look at Aphrodite. They've moved
some of the prefs up front to menu items.
