You can't. Search Bugzilla and you will find a listing that includes the
subject. The discussion is heated, but the majority opinion is that what
you want is too confusing to dummies who can't recognize when a new
window has opened on top of an existing window. A pref to allow what you
want may be implemented in the future. Maybe that will come to pass if
you voice your opinion there.
