The Environmental Protection Department (EPD) in Hong Kong decided to
reject the Kowloon-Canton Railway Corporation's (KCRC) $7 million plan
for a spur line through Long Valley---a wetland habitat and key
transit point for more than 200 migratory bird species, including
several that are globally endangered. However, the KCRC stresses that
the link, with a completion date in 2004, is needed to relieve
congestion at the Lowu border crossing.
