There's more to installing skins than dropping a jar into /chrome. In
/chrome, for instance, there are files such as all-skins.rdf,
user-skins.rdf and installed-chrome.txt that may have to be edited;
there are also skin-related files in the chrome subdirectory of each
profile directory. And in /bin there's a regchrome.exe that may do some
of the work.
If there's no readme with manual installation instructions at the
Netscape site, look around for an .xpi installation option and use that,
or check another skins site (xthemes) for one with recent manual
instructions.
