I think some folks are used to the alt-tag showing when you hover your mouse over an image a-la Netscape 4.61 and Internet Explorer.
Quite often I just find it annoying (though not always), but from my understanding the alt-tag is simply supposed to be there to provide a description incase the image doesn't load, the user is using a screen-reader, etc. That would then make Mozilla "in spec" with the standards, then. It's funny what some companies get us used to.
