At this point just turn off "XCenter's always on top option"  XCenter
properties
page...  'XCenter frame' -> 'Always on top' turn off.  Don't really
understand the
interactions between what mozilla and xcenter are doing...  Has anyone
contacted
the XWorkplace folks to understand what API's their using w/ regards to
'always
on top'?
