It seems to be installed only if the IBM Web Browser or Mozilla is
installed at the time you run the Java install or update.  I had a
Mozilla_home defined in config.sys and mozilla installed on M:\ drive,
though no mozilla folder existed on the desktop and nothing in path or
libpath pointed to it.  I just did a new install of MCP and Java 13 and
the file is there.
