I'll get Javier to answer further, but the basic answer is that none of the
OS/2 specific autoconf changes have ever been checked into GNU autoconf, so we
cannot use the configure that is part of Mozilla because it doesn't have any
of the VACPP stuff. We have to generate our own.

If you just want to build NSPR, go to NSPR and delete configure. Then run bash
and run autoconf.

Then you should be able to build NSPR.

Javier produced all of our autoconf changes. I'll let him provide more info.
