NetscDDE tries to contact the "NETSCAPE" DDE server and, if that 
fails, starts a new copy of the specified browser. It doesn't check 
the running processes.

I have recently hacked NetscDDE so you can now specify the DDE server 
name on the command line as well. Works nicely with Mozilla 0.9.4 
here. This will be in the next XWP release then.
