NetscDDE tries to contact the "NETSCAPE" DDE server and, if that fails, starts a new copy of the specified browser. It doesn't check the running processes. I have recently hacked NetscDDE so you can now specify the DDE server name on the command line as well. Works nicely with Mozilla 0.9.4 here.
