I had a look at http://www.mozilla.org/unix/customizing.html and found
the following:

              // Set the submenu delay to be really long.
              // This means that menus will stay posted until I click

cuts

Seems to work here. (7000 milliseconds or 7 seconds)

Do you want "text only" like Navigator has?  I think you will have to 
find or create a theme that does it this way (don't ask me how).  If 
you do, tell me!  Also, have you looked at the themes that are 
available (on the menu: view->apply theme->get new themes).  
"LittleMozilla" is pretty good and the Startrek one is well done, but 
too dark for me.
