I typically open E.EXE by clicking a TXT file desktop object via
WarpCenter start menu. When I do that, on file save or open, current
XFile DIR is the home of the file that caused E.EXE to open it. When I
save to or open from a different DIR with the same instance of E.EXE, on
next open or save the latter DIR has become the XFile current.

At the moment this is being composed in 4.61. With it I opened a new
browser window and loaded a local file out of the URL dropdown. Then I
clicked file - > open. The current DIR shown by XFile is that from which
I had last loaded a file into 4.61, and not the home of the currently
displayed page.

Apparently in 4.61 the last accessed location is saved somewhere for
reuse when it gets restarted. This is consistent with my recollection of
recently visited locations disappearing after a browser crash. It is
also consistent with the fact that I use different 4.61 profiles for
different browsing purposes that preserve history differently. One in
particular repeatedly is used to save files in a particular DIR. On
first save after open using that profile, current XFile DIR is always
the same.
