Yes, I can reproduce this. In fact, I have that problem since (at least) Netscape 4.61, including any Mozilla for OS/2 I've tried: every time a domain name cannot be resolved, I have to wait for about 3 minutes (some kind of timeout?) before any other DNS resolving takes place.
