Yes, I can reproduce this. In fact, I have that problem since (at least)
Netscape 4.61, including any Mozilla for OS/2 I've tried: every time a 
domain name cannot be resolved, I have to wait for about 3 minutes (some
kind of timeout?) before any other DNS resolving takes place. Quite 
annoying.

I'm running Warp 4 FP15 (de) and here's my `inetver`:

Version numbers of TCP/IP protocol drivers:
