First, I'm not sure what you mean by the "Settings" window.  If that 
indicates that you are attempting to run Mozilla under Warp3 then that
could be a problem since I think that the developers only test it 
under Warp4 and above.

Under Warp 4+ or ECS, in order to start Mozilla in the turbo mode 
create a program object with -turbo in the 'Optional Parameter' box in
the Properties window.  Assuming that no other sessions of Mozilla are
running, when the -turbo program object is started, there should be a 
lot of disk activity and then a white screen will briefly flash and 
then nothing - except that the program object should still be 
crosshatched showing that it's loaded.  Next, create another program 
object for Mozilla without the -turbo option, and when you double 
click on that object Mozilla should open up in just a few seconds.  In
other words, the -turbo session must stay loaded all the time and the 
sessions you work with are run from the second program object.  On my 
system, I keep a copy of the -turbo object in my startup folder and a 
copy of the non-turbo object on my desktop.  FWIW I'm not having any 
problems running 0.9.8 in the turbo mode.
