The bypass has always been to change one panel at a time.
Meaning:  Open preferences, look at panels.  But as soon
as you make change(s) within any ONE panel - you need to
click on 'OK' to exit preferences.  Then open preferences,
change any *one* panel, 'OK' to exit.  Keep on doing that.

In the case of 2002031114, I got into the same situation
you report when I made a change to Navigator -> Languages
__after__ making a change to another preferences panel.
