OS/2 was the only platform that needed it. On all other platforms, there is some
"common" place to store user info. On OS/2 there is none (We can't use the OS/2
directory because it might be on a FAT drive)

On Windows, the profiles are stored in Documents and
Settings\WindowsUsername\Application Data\Mozilla\
