Yep. WebSphere stuff.

We've had problems before with completely wrong doctypes.

In this case, it is almost laughable. Not only is the DOCTYPE itself
wrong, but it has incorrect syntax. DOCTYPE and PUBLIC are supposed to be
capitalized.
