Crummy coding. The pages use inline frames with "overflow: hidden" 
defined in the style. According to the CSS2 docs, this causes the 
following effect:

"content is clipped and that no scrolling mechanism should be provided
to view the content outside the clipping region; users will not have 
access to clipped content"

The real bug :) is that by resizing the window or changing tabs back 
and forth, the scroll bars reappear.
