These settings are not checked and have never been checked.

Well, @#$&%.  I accidentally found the problem.   It's those %@$*#$
random directory names Mozilla makes up for profiles.

After some reinstallation, Mozilla set up a DIFFERENT random directory
from what it was alreqdy using - so it ended up with two.  I deleted the
old one.  Unfortunately Mozilla forever thinks that the old one is where
the stuff still is, so it can't find the "Sent" list.

In other words, Mozilla forgets to tell itself when the randomized
directory changes to a different name, and loses track of things. 
Oddly, there was a copy of my migrated Sent list in there somewhere, but
it's still confused.  Me too.  I can't get it to appear on my mail page.
